I HAVE the honour to transmit herewith copy of a despatch which I have addressed to His Majesty's Minister at Peking with reference to his despatch No. 144 of the 20th March on the subject of the establishment of the custom-house at Dalny.

WITH reference to your despatch No. 144 of the 20th March, addressed to

Tokió, April 7, 1907. Sir Edward Grey, copy of which you forwarded to me, I made inquiries of the Minister for Foreign Affairs respecting the establishment of the customs at Dalny.

The version of Viscount Hayashi as regards the conflicting views of the Chinese and Japanese Governments as to the régime to be established, tallies with your report to the Foreign Office.

IHis Excellency, however, made light of the matter, and stated that he did not anticipate any serious delay in coming to an agreement on the subject.
